No, not for a name directly under .ae. That registration is open to any registrant, individual or company, with no local presence in the Emirates and no supporting documents. A UAE trade licence, or a trademark registered in the UAE, is only required for .co.ae, which ServOrbit does not offer. Names are allocated on a first-come, first-served basis.
