What is a cPanel/WHM license?

cPanel/WHM is the most widely used hosting control panel in the world. But between "cPanel", "WHM", the account tiers and the IP-bound license, it is easy to get lost. This article clarifies what a cPanel license really is, what it includes, and how to choose the right tier for your server.

cPanel and WHM: two sides of the same tool

WHM (WebHost Manager) is the server administration interface: this is where you create hosting accounts, set quotas, manage services (Apache/Nginx, MySQL, mail) and security. cPanel is the interface delivered to each end user: there they manage their sites, mailboxes, databases and backups, without touching the system. A cPanel/WHM license gives you both: server administration (WHM) and client spaces (cPanel).

What does the license cover?

cPanel is commercial software: to use it in production, the server must hold a valid license, bound to its IP address. The license is continuously verified by the server; without it, the interface locks up. Since 2019, pricing is based on the number of cPanel accounts (no longer per server), which explains the different tiers.

What the license includes

  • Full WHM: account creation, resource packages, quotas, server security.
  • cPanel for each account: sites, emails, databases, file manager, cron.
  • Automatic updates of the panel (security patches and new versions).
  • Official cPanel support for issues related to the panel itself.
  • The ecosystem: native compatibility with CloudLinux, Imunify360, JetBackup, Softaculous, etc.

The tiers: Admin, Pro, Premier

Admin covers up to 5 cPanel accounts: it is the entry tier, suitable for a single site as well as a handful of projects on the same server. Pro up to 30 (resellers and agencies), Premier up to 100 accounts, extendable in blocks beyond that. The right tier depends on the number of distinct clients or sites you host on the server — not on traffic.

Have a compatible server

A VPS or dedicated server running a supported distribution (AlmaLinux, Rocky Linux, CloudLinux). cPanel does not install on Debian/Ubuntu.

Order the license for the server's IP

The license is bound to the machine's public IP. Provide this IP when ordering; any IP change requires updating the license.

Install cPanel

Run the official installation script on a freshly provisioned server; it detects the license attached to the IP and configures WHM/cPanel automatically.

Verify the activation

From WHM, the license page confirms the edition and validity. On the command line: /usr/local/cpanel/cpkeyclt forces re-verification.
